333 Valley Street An Intergenerational Organization Inc. Rehabilitation of 333 Valley Street 333 Valley Street An Intergenerational Organization, Inc. Community Center (The Shack), located at 333 Valley Street, New Haven, CT. is currently seeking a qualified General Contractor for rehabilitation work to be performed at 333 Valley Street, An Intergenerational Organization located in New Haven, CT. The selected General Contractor will be responsible for the bidding and awarding of all sub-contractors, subject to the owner's approval. Bid Schedule: Bid Notice January 10, 2025, bids are due before 5:00 PM on February 14, 2025 Project Description: See Attached Scope Construction Schedule: Construction is due to start on March 10, 2025. The anticipated duration for is four (4) months (122 Calendar Days). DAS Prequalification: In addition The DAS Contractor Prequalification Program (C.G.S §4a-100) requires all bidders to prequalify before they can bid on a contract or perform work pursuant to a contract for the construction, reconstruction, alteration, remodeling, repair or demolition of any public building or any other public work by the state or a municipality, estimated to cost more than $1,000,000 and which is funded in whole or in part with state funds, except a public highway or bridge project or any other construction project administered by the Department of Transportation. DAS prequalification is required for all work in excess of $1,000,000 regardless of tier. A prospective bidder whose bid does not exceed $1,000,000 is not to be pre-qualified by the State of Connecticut Department of Administrative Services for the classification of work that they are bidding on. Insurance: The State of Connecticut, the City of New Haven and 333 Valley Street An Intergenerational Organization, Inc. shall be listed as additionally insured under the following coverages: 1. Commercial General Liability - $1M per occurrence 2. General Aggregate - $2M 3. Umbrella Liability – $1M The “Hold Harmless” Indemnification endorsement of the insurance shall include the interest of the City of New Haven and the State of Connecticut. The Contractor and Subcontractors and other interests shall be so named. Bid Securities: Bidders shall note that Bid Securities are required for all Bid Packages over $50,000 in value. For those bid packages that require a bid security, each bid shall be accompanied by a bid security payable to 333 Valley Street An Intergenerational Organization, Inc. in the amount of ten (10%) percent of the bid proposal and shall be written on AIA Document A310 Bid Bond and the attorney-in-fact who executes the bond on behalf of the surety shall affix to the bond a certified and current copy of the power of attorney. The bid bond must be issued by a Surety Company listed on the Current US Department of Treasury's Federal Register and be licensed to underwrite bonds in the State of Connecticut and have a rating of A- or better. In the event the Small and Minority business Enterprise (S/MBE) contractor cannot supply a bid bond, 333 Valley Street An Intergenerational Organization Inc will accept a letter of credit in the amount equal to 10% of the bid amount for any bid that is less than $100,000 and 25% of the bid amount that is equal to or is in excess of $100,000 pursuant to Section 4a-60g. Lowest Responsible and Qualified Bidder: The “lowest responsible and qualified bidder” means the bidder whose bid is the lowest of those bidders possessing the skill, ability and integrity necessary to faithfully perform the work. Liquidated Damages: The anticipated construction duration period is 122 Calendar Days. Prior to executing a construction contract with the “Lowest Responsible and Qualified Bidder”, the Contractor shall agree on the substantial completion date in accordance with the plans, project manual, and other contract documents, taking into consideration average weather conditions, availability of labor delivery of materials and equipment. If the Contractor neglects, fails or refuses to achieve substantial completion of work by the substantial completion date in the executed construction contract, and such delay is not otherwise excused under this contract, then the Contractor shall agree to pay The Shack a liquidated damage for breach of contract for each and every calendar day that the Contractor shall be in default of the project work, in the amount of $100 per day or 1/10 of 1% of the total construction contract amount, whichever is more. Labor, Material and Performance Bonds: Bidders shall note that Labor and Material Bonds will be required for all contracts over $100,000 in value. Performance Bonds will be required for all contracts over $25,000. Bonds shall be in the amount of one hundred percent (100%) of the Contract price naming both [entity] as Obliges with rights on the bond jointly and severally. Bonds must be issued by a Surety Company licensed to underwrite bonds in the State of Connecticut and have an AM Best Rating of A- or better. Wages: All bidders must comply with all provisions of Connecticut General Statues 31-53 (Prevailing Wages) and Executive Order #3. Taxes: This project is exempt from Federal Excise Taxes as well as State of Connecticut Sales Tax to the extent allowed by law. Some items remain taxable. It is the subcontractor’s responsibility to determine the taxable status of items or services being provided. All applicable taxes shall be included in the Bid Price. City of New Haven 12 ¼ - Small and Minority Business Utilization: All bidders shall comply with all applicable City Small Contractor Development requirements, including compliance with the provisions of Ordinance Section 12 ¼-9, which require that every effort be aggressively made to meet the Utilization Goals for Minority Owned Business Enterprises ("MBE") and Women Owned Business Enterprises ("WBE") which are herein collectively referred to as the "MBE/WBE Utilization Goals." All bidders will be required to award a minimum of 25% of their contract value to City of New Haven SCD certified businesses. This MBE/WBE Utilization goal is further defined as a minimum of 10% AA, 15% Women, and 7% H. The goal can only be met through actual work performed for the project by a certified business. Suppliers are not eligible to meet this goal. City of New Haven 12 ½ - Workforce Utilization: All bidders shall comply with all provisions of Executive Order 11246 and Executive Order 11375, Connecticut Fair Employment Practices Act and Chapter 12 ½ of the City of New Haven Code of General Ordinances ("Ordinance"), including all standards and regulations which are promulgated by the government authorities who established such acts and requirements. All contractors for the project must hire the following groups, in correspondence to the following percentages of total hours completed on the Project; twenty-five (25%) of hours to be worked by minorities as defined in Ordinance Section 12-1/2-19(n); six and nine-tenths percent (6.9%) of hours to be worked by females; twenty- five percent (25) of hours to be worked by residents of the City; and fifteen percent (15%) of hours to be worked by apprentices, provided that fifty percent (50%) of apprentice hours must be worked by first-year apprentices. All bidders must complete, sign, and submit with their bids, the “CHRO Contract Compliance Regulations Notification to Bidders” form, to 333 Valley Street An Intergenerational Organization, Inc. Bids not including this signed form shall be considered incomplete and rejected. No bid shall be accepted from any person/company who is in arrears to the Owner and/or The City of New Haven upon debt, or contract, or who is a defaulter as surety or otherwise upon obligations to the Owner.
